Belligerents Reach Agreement on Declaring Ceasefire in Luhansk
The OSCE Special Monitoring Mission to Ukraine (SMM) announced in one of its regular reports that a ceasefire had been agreed between representatives of Ukraine's armed forces and the self-proclaimed Lugansk People's Republic.
The SMM attended a meeting in the city of Luhansk on November 29, at which were present the head of the Ukrainian contingent to the Joint Centre for Control and Coordination, the head of the Russian Representation in south-east Ukraine, and members of the Lugansk People's Republic.
Although participants continued to dispute aspects of the disengagement phase of the Generals' plan, all agreed in principle to declaring a total ceasefire between the armed forces of Ukraine and those of the Lugansk People's Republic.
The agreed ceasefire is to take effect on December 5, with withdrawal of heavy weapons to follow up on December 6.
The representatives of the Lugansk People's Republic assured that all Cossack units were under their control, and these units are also to adhere to the agreement.
