Minister announces "change of electoral system"

BELGRADE -- Deputy PM and Public Administration and Local Self-Government Minister Kori Udovicki has announced "changes to the electoral system on all levels."

Speaking over the weekend, she noted that that a combination of "majoritarian and proportional electoral systems" was #the best solution."

"This is the most significant task because, in the current system, an MP is responsible to his or her party, and it is only after that that the party is responsible to the citizens, and many call this system a particracy," Udovicki told the daily Vecernje Novosti.

"In a purely majoritarian system, "the national parliament becomes a bargaining place for trading in local interests, and Serbia must seek a combined solution," she noted.

"In a combined system, we would have MPs who are more independent and responsible to the citizens for their work, and who themselves would become more influential in their parties in case they represent the citizens' positions well," she said.

"Protection of regional interests is also an advantage of the combined system," Udovicki said, according to Tanjug.
