What did UN chief Guterres say in his first Kosovo report?

The commitment of Belgrade and Pristina to improve their dialogue seems to be waning, in part because of their preoccupation with internal political problems.

UN Secretary-General Antonio Guterres stated this in his first report on the work of the UN mission in Kosovo, UNMIK, that will be presented and discussed on Monday at the UN Security Council in New York, where Belgrade will be represented by President Tomislav Nikolic.
