Crime and tolerance
Offenders are not alone to blame when a crime is committed again and again. The state is equally culpable for tolerating or turning a blind eye to antisocial behavior in the first place.
The fact that electricity theft has become a daily event is the fault of the authorities which allow gangs profiting from illegal connections to the grid to go about their business unhindered.
The cost of this "oversight" ultimately burdens the vast majority of consumers, who are already struggling with rising electricity rates.
