Emergency Procedures Investigation Commission

Turkey’s State of Emergency Procedures Investigation Commission on Dec. 22 made its first decisions on public sector staff who had been dismissed with state of emergency decrees in the wake of last year’s failed coup attempt, state-run Anadolu Agency has reported.

A commission that has recently been established with the task of inquiring into objections to the state of emergency rulings began its operations on July 17, a year after the coup attempt and emergency rule was declared.

The European Court of Human Rights (ECHR) has dropped a total of 12,600 applications from Turkey that were filed regarding the state of emergency decrees, the Turkish Justice Ministry said on July 14.

A newly established commission called the "State of Emergency Procedures Investigation Commission" will begin receiving objections to state of emergency rulings starting on July 17, Prime Minister Binali Yıldırım said on July 12. 

Council of Europe Secretary General Thorbjorn Jagland has stressed the importance of "justice starting to work" in Turkey, adding that he is concerned by the current situation regarding fundamental rights in the country. 

The brother of a member of an investigation commission looking into state of emergency decrees has been dismissed from his duty over his alleged connection with the Fethullahist Terrorist Organization (FETÖ) as part of a decree.

The European Court of Human Rights (ECHR) has refused an application from a Turkish teacher who alleges that he was wrongly dismissed with a state of emergency degree, saying the educator must first apply to Turkey's State of Emergency Investigation Commission for the purposes of first exhausting all domestic political avenues.

Turkish officials have announced the members of a State of Emergency Procedures Investigation Commission that was established to receive the complaints of tens of thousands of people who have been affected by the ongoing state of emergency.

Members of the commission that will receive objections to state of emergency rulings, mostly related to the dismissal of public officials, have been determined, Prime Minister Binali Yıldırım has stated, adding that the commission will soon commence its work.

We do not know how long the state of emergency will last for, but the four statutory decrees introduced recently show that the government wants to exert some moderation.
