A $22.5 billion urban rail and bus system for the congested Saudi Arabian capital is on track, the city's governor said on May 4, as other projects in the kingdom are delayed.

Saudi Arabia's new King Salman ordered a lavish payout to all state employees on Jan. 30 and reshuffled some top government jobs while keeping in place the oil, foreign, finance, defence and interior ministers.
