The European Central Bank will not raise its Emergency Liquidity Assistance ceiling for systemic Greek banks, according to reports.

The European Stability Mechanism on Wednesday requested EU expert advice on Greece’s latest request for a loan to avoid default, amid a looming deadline by creditors to clinch a bailout deal by Sunday. ESM officials also requested IMF assistance.

Prime Minister Alexis Tsipras will meet with EU leaders on Tuesday in an attempt to pull a camel through the eye of the needle so that Greece can enter the kingdom of normalcy. The Euro Summit at 7 p.m.

Greek PM Alexis Tsipras spoke by phone on Monday evening with both ECB head Mario Draghi and IMF chief Christine Lagarde, discussing the absolutely imperative issue of a “liquidity injection” for currently closed and “capital controlled” Greek banks with the former, according to Greek government sources.

Greek Prime Minister Alexis Tsipras and German Chancellor Angela Merkel spoke by telephone July 6 and agreed that Athens would present proposals to a eurozone summit the next day, a Greek government source said.
