The U.S. Justice Department plans to file a civil lawsuit against Fiat Chrysler Automobiles NV over excess diesel emissions as early as this week if no agreement is reached with the Italian-American automaker, two sources briefed on the matter said on Wednesday.

The European Investment Bank (EIB) has stopped loans to Volkswagen pending an investigation into whether some of its previous funding could have been used by the German carmaker to cheat diesel emissions tests.

German police swooped on Volkswagen's headquarters on Oct. 8, carrying away files and hard disks as the investigation into a massive pollution cheating scandal expanded on both sides of the Atlantic.
