Eurozone ministers Friday insisted that an emergency leaders summit called to solve the Greece debt crisis required firm proposals by Athens in advance of the meeting.

The Eurogroup of eurozone finance ministers will be meeting again before an emergency leaders' summit to discuss Greek debt negotiations, French Finance Minister Michel Sapin was quoted by Dow Jones Newswires as saying on Friday.

"A summit like this is prepared by finance ministers so there will be a Eurogroup meeting to prepare," he said.

Greek Prime Minister Alexis Tsipras will be meeting with German Chancellor Angela Merkel on Thursday on the sidelines of an emergency summit of European leaders on illegal migration, sources in Athens said on Tuesday.

Belgian Prime Minister Charles Michel (photo) condemned a plan to discuss Greece's debts to the eurozone with the leaders of France and Germany on Thursday without including Belgium and other smaller members of the bloc.
