Bulgaria's Cigarette Excise Tax: Lowest in the EU
Bulgaria has the lowest excise tax on cigarettes in the European Union, with a rate of just 1.92 euros per pack of 20 cigarettes. This contrasts sharply with Ireland, where the highest excise duty is imposed at 9.92 euros per pack, followed by the Netherlands at 7.66 euros and France at 7.45 euros.

Bulgaria MPs Agree to Increase Cigarette Prices
The Bulgarian Parliament has passed legislation under which the excise tax on cigarettes will go up in 2017, also increasing consumer costs.
The current tax is BGN 70 per 100 pieces (the "specific excise"), plus 38% of the sale price (the so-called "ad valorem excise duty"), but its minimum total value is BGN 161 per 1000 pcs (EUR 82.2).
