Romania's National Ethics Council, an Education Ministry panel, is to analyse this week if Toba plagiarised material for his PhD thesis, after media reports alleged that he used papers posted on the internet without crediting their authors.

The new ministers of the Ponta Cabinet were sworn in on Wednesday, at the Cotroceni presidential Palace, in front of incumbent president, Traian Basescu.
