President Klaus Iohannis said on Thursday about an amendment to the Budget Law under which the Pro Romania party receives public subsidies that he considered the piece of legislation good enough to be promulgated. "Promulgation is not possible with objections. It is something that is either done or not done.

President Klaus Iohannis signed on Friday the decree promulgating the Law on the amendment and completion of the Law of local public administration, the Presidential Administration announced.

Bulgaria's President Rumen Radev referred to the Constitutional Court a request to declare separate provisions of the Law on Amendment and Supplement to the State Property Act (promulgated in State Gazette No. 44 / 4.06.2019) as non-constitutional and non-conforming to international treaties. President Klaus Iohannis said on Thursday that he had to promulgate Law 304/2004 on judicial organisation after having exhausted all appeals procedures, and asked Parliament to take up controversial justice legislation in its autumn session.

“Ignorantia juris non excusat”, is a Latin legal principle adopted by most western countries, passed down by the Roman law tradition. Prime Minister Victor Ponta told Antena 3 private broadcaster on Wednesday evening that President Traian Basescu can postpone the promulgation of the law for a cut in the social security contributions (CAS) until after January 1, 2015 if the president challenges the law with the Constitutional Court after a revote on it in Parliament.

Prime Minister Victor Ponta on Wednesday evening said that the law on the CAS reduction by 5 percentage points would come into force, regardless of President Traian Basescu's opposing it.
