In Bulgaria You Can Now Withhold Payment If You Do Not Receive a Receipt

Customers in the country are reminded by the Bulgarian National Revenue Agency (NRA) that they have the right to withhold payment from a merchant/trader until they receive a receipt. This measure, aimed at preventing traders from concealing their turnover, has been in effect since the beginning of the year following an amendment to the VAT Act.

Residents of Western Bulgaria serviced by the electricity distribution company "Electrohold" now have a hassle-free way to settle their electricity bills online. The company has announced the launch of a virtual point-of-sale (POS) terminal on its website, allowing customers to make payments without the need for registration.

POS situation needs extension

The Finance Ministry and the tax administration (AADE) are focusing on the extension of the deadline for the interconnection of cash registers with card terminals (POS), with the aim that upon full operation of the new process of issuing receipts - for payment by cards - everything will work perfectly without technical problems.

Suspicious delays in interfacing of cash registers with POS

There is strong dissatisfaction in the Finance Ministry about the speed with which IT companies - even multinational giants - are upgrading their software, so that it will be possible by February 29 to interface 400,000 cash registers with an equal number of POS.

According to ministry officials, there are suspicions that some companies are deliberately delaying the interconnection.
