ROME (Reuters) - Italy has refused to allow a commercial vessel flying an Italian flag to bring ashore rescued migrants, apparently keeping up a hardline policy on new arrivals as it presses European allies to share the burden of hosting an influx of displaced people.

Even as Germany's interior minister Horst Seehofer threatens the launch of mass returns of migrants if bilateral agreements are not achieved, German defense minister Ursula von der Leyen has suggested that such an accord with Greece may be signed by the end of the month.

Amid a widening rift in the European Union over how to manage the bloc's refugee problem, Hungarian Prime Minister Viktor Orban and German Interior Minister Horst Seehofer on Thursday separately called for more migrant returns to Greece and Italy. 

Undocumented migrants at the German border with Austria who have travelled to Europe via Greece or Italy must be returned to either Athens and Rome accordingly, German Interior Minister Horst Seehofer said on Thursday following talks with Austrian Chancellor Sebastian Kurz in Vienna. 

This includes the nomalization of the relations between Belgrade and Pristina, says professor at the Faculty of Political Sciences in Belgrade Dragan Djukanovic.

Italian Prime Minister Giuseppe Conte said on Thursday a draft EU accord on migration had been withdrawn after he clashed with Chancellor Angela Merkel over an issue that is splitting Europe.
