Putin apologizes to Aliyev for 'tragic incident'
Russian President Vladimir Putin on Dec. 28 apologized to his Azerbaijani counterpart for what he called a "tragic incident" following the crash of an Azerbaijani airliner in Kazakhstan that killed 38 people, but stopped short of acknowledging that Moscow was responsible.

Ukraine says Russia 'must be held responsible' for Azerbaijan plane crash
Ukraine's presidency on Friday said Russia should be held accountable for the deadly crash of an Azerbaijani passenger plane, after reports the jet was shot at by a Russian air defense missile.
"Russia must be held responsible for the downing of the Azerbaijan Airlines plane. Condolences to the relatives of the victims," presidential chief of staff Andriy Yermak said on social media.
