Romanian Presidents ask court to check constitutionality 80 times in 1992-2018
In 1992-2018, Romania's presidents have filed 80 requests with the Constitutional Court of Romania (CCR) asking the court to check constitutionality of laws before promulgation, with almost half of them having been filed since early 2018.
According to information posted on the CCR website, President Klaus Iohannis filed 37 constitutionality objections related to laws before promulgation January 1 - July 31. Iohannis also filed two objections in 2017, three in 2016 and four in 2015.
CCR statistics also show that President Traian Basescu submitted 31 such objections while in office between 2005 and 2014.
Only one objection each went to CCR in 1999, 2001 and 2004, and none was raised in 1992-1998, 2000, 2002 and 2003.
CCR had to rule on a total number of 404 constitutionality objections filed for laws before promulgation as of 31 July 2018. Besides the 80 objections filed by the presidents, 30 more came from the government, 32 from the Supreme Court of Justice and Cassation, three by the Ombudsman and the remaining by lawmakers.
