President Joe Biden is in Northern Ireland to participate in marking the 25th anniversary of the Good Friday Agreement that brought peace to this part of the United Kingdom after the U.S. helped negotiate an end to decades of sectarian violence that killed thousands.

The offer was reportedly part of a plan put together by the administration of President Joe Biden to end the war in Ukraine.

Japan and the Netherlands have agreed to a deal with the U.S. to restrict China's access to materials used to make advanced computer chips, a person familiar with the agreement told The Associated Press on Jan. 29.
