Three of the leading international powers involved in Syria's war—the U.S., Russia and Iran—are looking to expand and fortify their military presence in the country by building and upgrading foreign bases, with some already in the works, according to NewsWeek.

Namely, Washington wants Moscow to "side" with the US and its allies - or "embrace" Iran, Hezbollah, and Syrian President Bashar Assad.

It is unlikely that a foreign military will launch a ground operation in Syria as long as Russian warplanes are there, Foreign Minister Sergey Lavrov has said.

German Military Rule out Cooperation with Syria Govt in Anti-IS Strikes
The military force, which Germany plans to send to Syria to fight the Islamic State group, won't cooperate with Syrian government troops, a German Defence Ministry spokesman has said.
"There will be no cooperation with [Syrian President Bashar] al-Assad and there will be no cooperation with troops loyal to al-Assad," Jens Flosdorff said, according to DPA.
Russia helping fight against terrorism with consent of Iraqi gov't: Lavrov
Russian Foreign Minister Sergei Lavrov said on Oct. 14 Moscow was helping the fight against Islamist insurgents in Iraq with the consent of the Baghdad government.
"It is necessary to support the cooperation between the Iraqi government and the Iraqi Kurdistan in the fight against terrorism, but we are doing it with the consent of the government," he said.
