The Council of State has refused an appeal for a stay of execution of an Education Ministry circular allowing the wearing of headscarves at secondary schools in Turkey. 

Germany's top court said Friday that Muslim teachers can wear the Islamic headscarf in class as long as it doesn't disrupt school activities, in a ruling likely to revive emotional debate.

Parents of pupils in a northern Turkey school are demanding that a religious class teacher be fired after she told some of her female students that they “deserve rape” for not wearing an Islamic headscarf, according to the mass daily “Hurriyet”.

Following the shocking statement, parents of the female students requested her dismissal.
