Safwan Qahwati was planning to head to Europe to carry out attacks upon the jihadist group's orders, Doğan News Agency reported on March 29.

The US House of Representatives voted on Tuesday to repeal an Obama-era law that demanded ISPs have permission to share personal information – including location data.
