Putin reveals "7-point plan" for ceasefire in Ukraine

MOSCOW -- Russian President Vladimir Putin has presented a 7-point plan to cease hostilities in Ukraine.

The plan was announced after his telephone conversation with Ukranian President Petro Poroshenko earlier in the day on Wednesday.

Ukraine initiated a phone call from President Petro Poroshenko to his Romanian counterpart Traian Basescu on Saturday, the Romanian presidency informed in a release.

The self-proclaimed "Luhansk People's Republic" in the east of Ukraine has declared martial law, the republic's press office announced Thursday.

A full mobilization was declared for men between 28 and 45 years of age, according to Russia's ITAR-TASS agency.

People's Republic declared in Ukraine's Lugansk

LUGANSK -- Pro-Russian activists in the town of Lugansk in eastern Ukraine on Monday proclaimed "a people's republic," there and sent the authorities in Kiev an ultimatum.

An Act on State Sovereignty of the Donetsk People’s Republic was read out Monday at a session of the regional council, reported ITAR-TASS.
