Benefits, not handouts

Like all benefits, the one for unemployed people fulfills its purpose more effectively when it is not handed out horizontally, but is attached to certain objective criteria. 

The contributions that an individual makes into the social security system over the course of their working life is one such term that helps ensure a more just system - as are measures to ensure that unemployment benefits do not become an incentive to avoid looking for work.
