BELGRADE - Establishing a special court for war crimes committed by the self-styled Kosovo Liberation Army (KLA) (an ethnic Albanian paramilitary formation) against Serbs and other non-Albanians in Kosovo-Metohija in 1998 and 1999 is a necessity, Serbia's deputy war crimes prosecutor Bruno Vekaric said on Wednesday.

Stanislava Pak-Stankovic, an advisor to Serbian President Tomislav Nikolic, said on Thursday that a new parliamentary resolution on Kosovo was needed because "the circumstances in Serbia and the world have changed".

The changes include the establishment of a Kosovo army and the impending end of the mandate of the EU's rule-of-law mission in Kosovo, EULEX.

GRACANICA - Serbia's Minister without Portfolio in charge of Kosovo Aleksandar Vulin said on Thursday the policy on Kosovo would not change.

"The policy on Kosovo will not change. We will not recognize Kosovo as a country," he said in Gracanica.

Lawmakers in Kosovo voted 44-2 in favour of an election law that is considered a precondition for the upcoming national elections due later this year.

But, several MPs criticized the move, questioning the effect it will have in reforming the electoral system in Kosovo.
